The Ministry of the head of the government of Israel published a rating of the «online availability» of ministries and agencies for the population of the country.
The rating was compiled on the basis of points, exhibited by seven indices, among which — the possibility of obtaining services through the Internet, development of applications, the availability and quality of digital communication channels and information accessibility for blind and visually impaired and others.
The lowest rating at 41.3 points on a 100-point scale received the Ministry of communications, ranked last. Not much better situation in the office of bailiffs, who scored 44.2 points. On the third from the end of the Ministry of religious Affairs (46,64 points). Meteorological service 47,41 scored points, and the office of population registration and immigration — 49,19 points.
50 to 60 points scored by the airports authority, the competition authority, Israel police, national authority for road safety, the IRS, rawinski the courts, land management, Ministry for pensioners ‘ Affairs, the national company of transport infrastructure.
60 to 70 points received by the Ministry of development of the Negev and Galilee, the Ministry of tourism, Ministry of culture and sports, Department of water resources, Central Bureau of statistics, the Knesset, the Ministry of social Affairs, the office of the President, office of civil servants, the Ministry of construction, management of the courts, state employment service, the national insurance Institute, Ministry of transport, Ministry of agriculture, fire management.
From 70 to 80 points – the Ministry of justice, Ministry of health, Ministry of defense, Ministry of national infrastructures, energy and water resources, the Ministry of foreign Affairs, the Ministry of environment, Department of antiquities, Ministry of science, ordnance survey, the Ministry of internal Affairs, the Bank of Israel.
From 80 to 90 points has received the Ministry of internal security, Ministry of head of government, Ministry of Finance, the Ministry of immigrant absorption and the Ministry of economy.
The highest rating, 96,95 points, received the securities division.
The report was presented at a meeting of the Knesset Committee for science and technologies together with the report prepared by the research center of the Knesset.
According to the second report, the majority of interactions with government agencies, citizens are forced to exercise via Fax, mail or personal appearance. The national insurance Institute has no possibility to receive service by e-mail. The IRS correspondence by email is possible only in those offices where the staff showed personal initiative. There is no possibility to communicate by e-mail with the employment service and with the Department of rehabilitation of the disabled of the IDF.
