Monday, September 25, entered into force the decree of the Minister of transport and exploration Yisrael Katz, aimed at reducing the number of accidents on country roads. Drivers who have installed systems to prevent an accident, is entitled to a discount in the amount of 1500 NIS if paying an annual fee («agrat risui»).
The new rules apply to owners of private vehicles and commercial vehicles (up to 3.5 tonnes). This category includes vehicles privately owned or in the private lease, which was produced since 2000, and registered in Israel until 1 may 2017. We are talking about a discount on the installation of at least two systems for the prevention of accidents. The first crossing, road markings and exit lanes, the second is the failure by the driver of safe distance to the vehicle in front.
According to the decree of the Minister Katz, the driver that installs in your vehicle for two of the above mentioned notification system, will receive a discount of up to 1,500 shekels when you pay an annual fee («agrat risui»). The refund will be implemented in three phases over three years. The discount will be provided as follows: the first two years, the driver will get a discount of up to 700 shekels every year, the remaining 100 shekels – for a third year.
The Ministry of transport of Israel has determined the maximum cost of services for the installation of systems for the prevention of accidents. The amount should not exceed 2100 shekels. Three companies who currently have the right to install these systems prevent the accident, are obliged not to exceed this price.
The press service of the Ministry of transport said that the insurance on the car, some insurance companies offer discounts to vehicle owners that have system of prevention of accidents. Thus, according to estimates of the Ministry of transport, the owner of the vehicle essentially will be able to receive a full refund of the cost of installing the system.
«It’s about saving lives. Many accidents are the result of carelessness of drivers and pedestrians. Such systems for the prevention of accidents can help to avoid accidents,» said Minister Yisrael Katz.
To implement the program the government has allocated the Ministry of transport 180 million shekels. This is enough to carry cash return 120 thousands of drivers who match the criteria specified above.
Drivers interested in receiving benefits, can set the appropriate system to prevent accident using one of the companies licensed. The firm, in turn, must inform the transport Ministry about the fact of installation. The benefit will be realized automatically through a recalculation at the time of payment of an annual fee («agrat risui»). The firm-the system installer is obliged to issue to the client advising the document confirming the fact of installation, in case of any problems with the implementation of incentives.
Those drivers who will install the system on prevention of emergency situations for 60 or more days prior to the expiration of the current registration certificate («rision renew»), will receive the first return in the near notice to pay annual fees. Those who do it for a shorter period, less than two months, will receive a refund next year. Note that the privilege assigned to the vehicle, not its owner.
According to the decision of the Minister Katz, starting from 1 January 2018, all new vehicles that are imported into Israel must be equipped with systems for the prevention of accidents. Today, about 60% of the new vehicles imported to Israel are already equipped with such a system.
In addition, according to the decree of Minister Yisrael Katz, from November 2016 mandatory installation of systems for the prevention of accidents in trucks and buses (release date – beginning in 2012).
