The newspaper «Haaretz» published the two versions of the draft framework agreement between Israel and the Palestinian authority, prepared by U.S. Secretary of state John Kerry in February and March 2014.
The first option, drawn up by the Americans in negotiating with Israel, requires that recognition of Israel as a Jewish state, a complete refusal to accept Palestinian refugees in Israel (except for some humanitarian cases) the territorial integrity of a Palestinian state in Judea and Samaria to the 1967 borders with territorial exchange at a 1:1 ratio to preserve the settlement blocs and the preservation of the integrity of Jerusalem.
As reported by Amir Tibon, this option was acceptable to Prime Minister Benjamin Netanyahu, however, was flatly rejected by Palestinian authority Chairman Mahmoud Abbas.
The second option, which was written without any Israeli participation includes the recognition of Israel as a Jewish state only after settlement of all other issues and the division of Jerusalem.
However, this option is obviously problematic for Israel, was ignored by Abbas.
