The website «Israel a-Yom» published a plan of settlement of the Palestinian-Israeli conflict, which was allegedly developed by the White house, and which, according to Arab sources, was supported by Egypt, Jordan and Saudi Arabia. «Israel a-Yom» also notes that American diplomats in Cairo in an interview with the London newspaper «al-Arabi al-Jadid» has confirmed this information.
According to the plan of Washington to start negotiations with Israel, Palestinian factions Fatah and Hamas should reach an agreement on cooperation that will strengthen the position of Ramallah and allow her to regain control of the Gaza strip.
In the next stage, between Israel and the PA would begin negotiations on the establishment of an independent Palestinian state, whose borders are not tied to the borders of ‘ 67. Speech at negotiations will go in the first place, the territories in the West Bank, which are currently fully controlled by the Palestinian authority. Under the full control of Ramallah will enter areas A and b in the West Bank.
With progress in the negotiations in Cairo will host a meeting at the highest level, which along with Israel and the PA will be attended by Egypt, Jordan and the United States. The summit will discuss ways of advancing the political process and distribution of Palestinian sovereignty over the Gaza strip.
And only at the last stage the parties will proceed to discuss the most painful issues, including the status of East Jerusalem, the annexation of settlement enclaves, the cessation of the construction in detached settlements in Judea and Samaria, evacuation of settlements located outside the large settlement blocs, exchange of territory, and the Palestinian refugee problem.
The newspaper «Israel a-Yom» writes that a senior source in Ramallah said that the government of Mahmoud Abbas knew nothing about the plan, which outlines the Arab media. In his words, «the Palestinians will act against any temporary solution without specifying the specific timing of the end of the Israeli occupation».
