The office of the Prime Minister of Israel has published a comment in connection with the announcement of reconciliation between Fatah and Hamas. On behalf of Benjamin Netanyahu in the document says that Israel will not accept such a reconciliation as long as Hamas dedicated to the destruction of Israel and is not ready to disarm. The commentary also emphasizes that Israel insists on returning bodies of killed soldiers and held in the Gaza strip Israeli citizens.
«Reconciliation with the organization of murderers bent on destroying Israel, not bringing peace, but only postpones it,» the statement says Netanyahu.
«What does reconciliation with a terrorist organization that seeks the destruction of Israel, supports genocide, firing thousands of rockets into civilian population and digs terror tunnels, killing children, oppressed minorities, prohibits LGBT community rejects international obligations, refuses to return the bodies of fallen Israeli soldiers, grieving mothers and fathers, tortures opposition, mourns the death of bin Laden? Association with mass murderers is part of the problem, not the solution. Say Yes to the world, rather than uniting with Hamas,» – said in the appeal of Netanyahu to the Palestinian authority.
Review Of Hamas
Deputy Chairman of the Hamas political Bureau, Salah al-Aruri who signed the agreement with Fatah on behalf of the «Islamic resistance movement», at a press conference in Cairo, stressed that his organization would continue «all the power to confront the Zionist project and to achieve the creation of a fully sovereign Palestinian state,» according to «Palestinian information center».
He also thanked the Palestinian people for many years of patience, saying that Hamas is serious about an «end to strife» with Fatah. He stressed that his movement expects that the government of national unity will operate effectively on all Palestinian territories and will be able to solve the problems of the Gaza strip.
It is noteworthy that although the PNA Chairman Mahmoud Abbas (Abu Mazen) announced the achievement of a «final agreement,» al-Arouri said the «strategic decision of reconciliation,» which will be promoted step by step «until you manage to achieve reconciliation.» However, he did not forget to mention political disagreements with Fatah.
Judging by the fact that al-Aruri has signed the agreement and spoke in Cairo on behalf of the leadership of Hamas, his recent appointment to the post of Chairman of the Politburo of the organization was not formal, it really became the second man in the power hierarchy of Hamas, relegating to second place Musa Abu Marzouq.
In addition to Salah al-Arouri and Musa Abu Marzouq in the delegation of the Hamas talks in Cairo included: the head of the Hamas government in Gaza Yahya Sanwar, his Deputy Khalil al-Haya, as well as members of the Hamas political Bureau Izzat al-Rishko, Husam Badran and Salah Bardawil. Chairman of Hamas Politburo Ismail Haniyeh followed the negotiations from Gaza.
The delegation of the Central Committee of Fatah, headed by Azzam al-Ahmad meet in the party for national reconciliation. Besides him, the delegation was Hussein al-Sheikh, Ahmad hills, head of Palestinian authority intelligence Majid Faraj, and Deputy Secretary of the Revolutionary Council of Fatah, the Abu Fayez ITA.
Details of the agreement between Hamas and Fatah
Under the agreement, the Hamas leadership committed before December 1 to convey to the government of national unity administration sector.
Also until December 1 Hamas agrees to transfer Fatah control over border crossings in the Gaza strip. We are talking about the Erez crossing and Kerem Shalom crossings on the border with Israel and on a check point «Rafah» on the border with Egypt. It is reported that the border crossings will control the «presidential guard» of Mahmoud Abbas.
However, the agreement specifically stipulates that the checkpoint «Rafah» requires restructuring and expansion. Apparently, to Finance this project will be Ramallah and Cairo.
The agreement provides that on the territory of the Gaza strip will serve about three thousand Palestinian policemen subordinate to the PNA. But it says nothing about how these forces will interact with the police and the border guard service of Hamas, part «Izaddina brigades of al-Qassam» military wing of Hamas.
Questions about military control over Gaza and activities «Izaddina brigades of al-Qassam» at this stage was not discussed. This was the Egyptians, who took on the role of intermediaries in the talks, warned Fatah a week ago.
Not discussed also the question of exchange of prisoners between Israel and Hamas.
On 14 November in Cairo to be held another meeting between representatives of Fatah and Hamas. At this meeting will continue the discussion of the details of the agreement.
As previously reported, the President of the Palestinian authority and leader of Fatah Mahmoud Abbas on 12 October announced the achievement of a «final agreement» with Hamas and «overcoming Palestinian division.» Abbas thanked Cairo for assistance in organization of negotiations.
In the Gas continues to say that the Palestinian authority refused to punitive measures against Hamas in Ramallah demand that Hamas cease the persecution of political opponents in Gaza and the cancellation of death sentences not approved by the court of the Palestinian authority.
Apparently, to speak of any «final agreement» is premature. Negotiations continue, as noted in the text of the document signed in Cairo on 12 October. Even the first stage of the negotiation process in fact extended to December 1. If during this period, the Palestinian authority will not pay wage arrears to employees and members of the security forces in Gaza, the negotiations may again come to a standstill.
December 1, the delegations of Fatah and Hamas are due to meet again in Cairo to discuss the implementation of the agreements reached and to move to the next stage of the negotiation process.
Negotiations on a new administrative structure Gases and the maintenance of the apparatus will continue at least until February 2018, until then, employees should receive regular payments, not less than their current salary, as stated in the agreement.
