Chairman of the Finance Committee of the Knesset Moshe Gaffney announced the introduction of new rules for consideration of applications by the Ministry of Finance to transfer funds between budget lines.
Under the new rules, the application will not be considered if it is not accompanied by a detailed explanation of the reasons for the transfer, indicate the precise section of the resulting surplus, the causes of its formation and where it will be spent.
In addition, from now on, the Commission, which will review the application, must present not only a representative of the Ministry of Finance, and the representative of the Ministry/Department who should receive the transferred funds.
In the case of a requirement to conduct repeat voting, the Ministry of Finance will be obliged to provide the requested information to MPs before the vote.
A Budget statement was made at a meeting of the Commission at which the Finance Ministry has asked for 3.5 hours to consider requests for transfers between budget lines 18 billion shekels.
