From 15 to 17 January in Moscow at the Institute of Oriental studies of the Russian Academy of Sciences held an informal inter-Palestinian negotiations to restore national unity, which will be attended by representatives of Palestinian organizations, some of which are recognized in the United States and the EU as a terrorist, but not recognized as such in Russia.
The negotiations will be representatives of eight or nine movements and groups. In particular, the Palestinian media called «the Palestine liberation Organization» (PLO), «Movement for the national liberation of Palestine» (Fatah), «Islamic resistance movement» (Hamas), «Palestinian Islamic Jihad», «popular front for the liberation of Palestine, Democratic front for the liberation of Palestine», «Palestinian national initiative», «Communist party of Palestine.»
The meeting in Moscow will be held after the National Palestinian conference, held in Beirut, 10-11 Jan. In the conference participated representatives of Hamas and Islamic Jihad.
RIA Novosti quotes the comment of the Deputy Secretary-General of the «Democratic front for the liberation of Palestine» Kaisa Abdulkarim, which explains the desirability of meeting in Moscow: «the Invitation to a Moscow meeting was sent before the decision was made to convene a preparatory Committee in Beirut. All sides have accepted it considering the positive initiative from our Russian brothers… This meeting will help to overcome the difficulties that stand in the way of national reconciliation… We came to Moscow with what has been achieved in Beirut, it is very important things. In Moscow in the course of the dialogue we get into the details of the progress of the Beirut agreements and discuss other problems, especially in the political sphere.»
According to Abdulkarim, in Beirut, the participants of the meeting discussed the possibility of holding elections in Palestine: «These elections should be held based on the absolute proportional representation – each party is given a role in the decision-making process depending on what her weight in Palestinian society.»
RIA Novosti also quotes the comment of the member Politburo Fatah’s Azzam al-Ahmad said that Fatah hopes to negotiate with Hamas on holding a General election by June 2017.
The previous meeting between representatives of Fatah and Hamas was held in Moscow in may 2011. The meeting was held concurrently with the Paris conference, which discussed ways of settlement of the Palestinian-Israeli conflict without the participation of Israel. Prime Minister Benjamin Netanyahu called on the eve of the event in Paris, «the Palestinian Scam under French protection».
Note that the meeting of representatives of Palestinian factions in Moscow, very sparingly covered in the Palestinian media, in contrast to the conference in Paris.
The Paris conference opened without the Israelis and the Palestinians
In Moscow, the Secretary of the Executive Committee of the PLO Saeb Erekat said that Palestinian authority Chairman Mahmoud Abbas went on a visit to France, asked the Russian President Vladimir Putin to persuade the US President Donald trump not to move U.S. Embassy in Israel from tel Aviv to Jerusalem.
Russia, unlike many other countries (including Israel, USA, European Union countries etc.) does not recognize Hamas and «Islamic Jihad» as terrorist organizations, despite the fact that among the victims of the terrorist attacks committed by the militants of these groups, and were Russian citizens. Neither Hamas nor the «ID» has never publicly apologized for what the actions of the militants were killed or injured citizens of the Russian Federation. The leadership of Russia in the summer of 2012 ignored «the Request for arrest of Hamas leaders and the investigation of their crimes against the citizens of Russia in Israel». Editorial NEWSru.co.il have repeatedly appealed to the Ministry of foreign Affairs of the Russian Federation and the state Duma of Russia with a request to clarify the position of Russian authorities on this issue. The response had not been received.
Moscow continues to maintain regular contacts with the Hamas leadership at the level of the Russian foreign Ministry. Former Russian President Dmitry Medvedev met with the leaders of this terrorist organization. Current Russian President Vladimir Putin has refrained from public personal contacts with representatives of Hamas.
The Russian authorities do not hinder the activities of emissaries of Hamas on the territory of the Russian Federation. Chairman of Hamas Politburo Khaled Mashaal visited Moscow in March 2006, February 2007 and February 2010. The Russian foreign Minister Sergei Lavrov met with Mashaal in Damascus in March 2008 and in may 2009, when he declared that supports «the continuity of relations» between Russia and Hamas.
