The newspaper reminds that on may 2 the mayor of Moscow has published a list of 4.566 five-story building, tenants who will be able to take part in the vote on the inclusion of their homes in a program of renovation of housing.
The list includes the 85 districts of old Moscow, as well as six villages in the new territories. In the final version of the program will enter those houses where the inhabitants of two thirds of the apartments will vote for the renovation.
Voting started on 14th may and will end on June 15.
A bill introduced in the state Duma in early March, has been criticized for the violation of existing laws and the Russian Constitution. In particular, in its present form, the bill restricts the right of citizens to judicial protection and does not protect the rights of residents of homes that will be demolished.
In early may, were published lists of houses, whose residents must vote «for» or «against» the demolition.
In the lists, in addition to the panel «Khrushchev», featured brick «stalinki» and a house built before the revolution – a total of 4.566 buildings. However, the old dorms, barracks and communal are not included.
Moscow authorities are trying to soften the bad impression which was made on the Russians this project. They promised to give the residents of five-story buildings the opportunity to challenge in court the decision on the demolition of their homes, although earlier secoproject denied doing it, and the ability to opt out of receiving an equivalent housing in order to receive monetary compensation.
However, activists opposed to the program, it is not reassuring – they see in this initiative an attempt to deprive Russian citizens of the right to housing guaranteed by the Constitution. At the meeting, saying the organizers should not sound political slogans.
