Russian law enforcement agencies found no violations of the law in the article of the head of Chechnya, Ramzan Kadyrov, published last month in the newspaper «Izvestia», where he called representatives of the nonparliamentary opposition as «jackals», threatened them with psychiatric medication and urged «not to spare the enemy.»

Recall that on 18 January, «Izvestiya» published a column Kadyrov entitled «the Jackals will be punished according to the law of the Russian Federation», stating: «We will not allow half-witted rabble that opposes Russia, get underfoot».
Earlier in the same month, the head of Chechnya stated that non-systemic opposition should be treated as «enemies of the people» and judge them for «Subversion». These statements have caused indignation of human rights activists and some politicians.
In particular, the Deputy of Legislative Assembly of St. Petersburg Maxim Reznik has prepared a letter to the Prosecutor General with a request to verify the statements of Kadyrov on extremism. «Ramzan Kadyrov has acted as officer – his statement was published on the official website of the government of the Republic. It turns out the head of state publicly calls for anti-constitutional actions. This is at least the resignation», – the Deputy declared to the edition «Kommersant».
After that the butcher received a letter from the Prosecutor General’s office signed by the Deputy chief of Department on supervision of execution of the law on Federal security, interethnic relations and countering extremism and terrorism Alexei Jafarov, in which he stated that the letter sent to the Prosecutor of the Chechen Republic for the organization of the verification and for reporting the results.
According to Reznik, the attorney-General had no right to forward his appeal to Chechnya: «These matters must be considered by the General Prosecutor or his Deputy,» – said Maxim Reznik. According to him, the position of the General Prosecutor’s office – is «the position of the ostrich with its head in the sand» and «superfluous demonstration of the fact that Federal authorities do not control the situation in Chechnya.»
