The state Duma will consider a bill restricting the possibility of legal use of means of bypassing the blocking of websites, including anonymizers and VPN services, the text of which published on June 8 on the official website of the Russian Parliament.
The authors of the initiative made by the deputies of Maxim Kudryavtsev (United Russia), Nikolay Ryzhak («Fair Russia») and Alexander Yushchenko (CPRF). As follows from the explanatory note, the bill is intended to increase the effectiveness of restricting access to content that is blocked in Russia, according to news Agency «Interfax».
Under this bill proposes to establish a ban on the use on the territory of the Russian Federation «information-telecommunication networks, information systems and computer programs to gain access to information resources, including sites or pages on the Internet, access to which on the territory of the Russian Federation is restricted».
In addition, the document proposes to provide registrants with services and programs to bypass the lock, access to information resources of Roskomnadzor, which contains information on prohibited resources. Finally, the bill requires Internet search engines to remove from results links to blocked sites.
In the case of services, providing the ability to bypass the lock, does not comply with the requirement of Roskomnadzor, to restrict access to prohibited websites within 30 days, you will be blocked.
