17/08/2014 – In the light of progress in the negotiations, the General Director of the foreign requests to freeze the tender.
21/08/2014 – Germany says Finance Minister Lapid at a discount of 27.5%.
23/08/2014 – Chancellor Merkel confirmed to the Prime Minister a discount.
Between 20/09/2014 – Navy asked to stop the tender and to expedite the signing of a Memorandum of understanding.
21/09/2014 – the General Director of the Ministry of defence asks to stop the tender in the light of developments.
27/10/2014 – the Minister of defence decides to stop the tender.
December 2014 – the Signing of a Memorandum of understanding for the purchase of ships between Israel and Germany».
All of the above events have documentary evidence, said the office of the Prime Minister.
Note that in November last year, shortly after the Israeli government approved the purchase of three new submarines from Germany for 1.2 billion euros, the headquarters of the national security released the chronology of taking decisions about the purchase of submarines. Then it was about the events 2015-2016:

The authorized representative of the Ministry of defense handed over to the chief of staff of the national security in preparation for the visit of Prime Minister Netanyahu in Germany the document which has been detailed in the requirements for the purchase of three submarines. 9.2.16. The General Director of the Ministry of defense Dan Harel gave a basic positive response regarding the purchase of submarines in future, but asked me to keep a flexible schedule. A few days later the headquarters of the national security held a working meeting with employees of the Ministry of defence to amend the draft Memorandum of intent, in accordance with the wishes of the defense Ministry. After discussion and adjustments were formulated the final version of the draft Memorandum, for transmission to Germany.
16.2.16. Prime Minister Netanyahu presented to Chancellor Merkel the draft Memorandum of intentions in the framework of the intergovernmental meeting (GPG) in Berlin.
18.2.16. The acting chief of Staff, national security Jacob Nagel, in writing, informed the Minister of defence and Director General of the Ministry of defence on the meeting of Prime Minister with the German Chancellor. In this letter it was reported the agreement of the parties to start negotiations on the draft Memorandum of intent for the procurement of three submarines, in accordance with the criteria defined by the Ministry of defense. The headquarters of the national security held a working inter-Ministerial meeting with employees of the Ministry of defense, IDF, Ministry of Finance and Ministry of foreign Affairs.
30.6.16. The inter-Ministerial delegation headed by the acting chief of staff of the national security Yaakov Nagel, composed of senior representatives of the defense Ministry and the IDF, flew to Germany to begin negotiations on a Memorandum of intent.
5.10.16. Prime Minister Benjamin Netanyahu and acting chief of Staff, national security Jacob Nagel informed the military-political Cabinet on the progress of negotiations on the acquisition of submarines.
26.10.16: the results of the negotiations with Germany was submitted to Cabinet and the project was unanimously approved.»
