The Knesset approved the first reading of the bill deputies Yifat Shasha-Biton («Kulan») and Yaakov Margi (SHAS) on price control, quality of work, number of children, qualified staff in the extended day groups («cuareim»). The bill was supported by 31 deputies voting against was not.
The press service of the party «Kulanu» notes that Yifat Shasha-Biton, an initiative which was supported by Finance Minister Moshe Kahlon, is committed to prepare a law for final reading as fast as possible to he in force since the new year.
Under the bill, the Minister of education is empowered to establish rules of extended day groups, including the maximum number in the group, a core set of services, qualification of workers. The Minister of education, with the consent of the Minister of Finance and the Commission on education will have to set the maximum value of «aftercare».
The bill provides for a fine of 10 thousand shekels for the owner day-care centers who charge more than the maximum allowed amount. Failure to comply with other listed in the law will also be punished with a fine. The owner of «detention», which will refuse to close it until the corrections identified by the inspector of defects, will be obliged to pay a fine of 25 thousand shekels.
The bill also addresses the issues of child nutrition. In particular, it obliges the administration at the beginning of each month to publish the daily menu.
In addition, the bill prohibits the «Zaanannim» people convicted of sexual offences or violence. To perform all of the provisions of the law will set up a special inspection Department in the Ministry of education.
The law will apply to all day-care centers that receive some or state support, including those that are not managed directly by local authorities.
