Film Director Vladimir Bortko, now the Deputy of the state Duma, introduced colleagues to the draft law «On the constitutional Assembly», the purpose of which is to revise «written by liberals» the Constitution of the Russian Federation. According to the Director, it «does not fit» modern Russia – in the new version, he offers to register «state values», and also to get rid of the priority of international law over national.

The current Constitution was adopted in a referendum held in December 1993. Changes can make legislators – what happened twice already: after the annexation of the Crimea and in connection with the revision of the term of office of the President. However, changes in paragraphs 1,2 and 9 required the convening of a constitutional Assembly, but this event is not registered in the Russian legislation.
Bortko said of his legislative initiative in an interview with radio station «Echo of Moscow», where he heard the phrase «the current Constitution was written by liberals.» Bortko also considered unacceptable the statement that international laws prevail over domestic.
The expert of the Carnegie Center Andrei Kolesnikov in the comments «echo» suggested that the possibility of a constitutional Assembly will be used to modify fundamental provisions on the powers of the President. The chief editor of the station Alexei Venediktov believes that the Constitution change to current President Vladimir Putin could remain in power after 2024.
The permanent leader of LDPR Vladimir Zhirinovsky supported the bill Bortko, at the same time proposing to replace «another Western word «President» to «Supreme Governor», «President» or even «boss.» About when will consider the bill on the constitutional meeting has not yet been reported.
The revision of the Constitution is not the only important change in the law discussed in the state Duma. This week, the deputies introduced a bill on Patriotic education of Russians, as the elections are preparing a whole bundle of projects on «undesirable activities and cooperation», «interference», «the Fatherland».
Bill Bortko, a member of the Communist party, is a redesigned version of the draft law on the constitutional Assembly, made in the second convocation of the state Duma group of deputies from the Communist party. For the first time the question on creation of such a law raised in March 2012, the current Prime Minister of Russia Dmitry Medvedev, however, so far none of the projects was not adopted.
The head of the international human rights group AGORA Pavel Chikov believes that the text of the document testifies to intention of the authorities to adopt a new Constitution.
