Director General of the Ministry of internal Affairs Orna Hozman-Behor announced plans of the Ministry to cancel the status of «city of immigrants» (olim IR», «IR collet Aliya»), gives municipalities the right to charge located in the city of state structures of municipal tax («Arnona») in full.
This status have about 60 settlements. Almost all (with the exception of Karmiel) got it in 50-60 years of the last century. After 1990, this status was not assigned to any city.
In 2005, the state Comptroller noted in the report that the Ministry has no clear criteria by which the locality is entitled to the status of «city of immigrants». According to the research center of the Knesset, in 2013, 26 «cities of immigrants», the proportion of immigrants among the population was lower than the national average. Only in 20 localities it was higher than 20%.
In particular, the status of «city of immigrants» are Ramat HaSharon, Rosh Pina, Beit-Dagan, Safed. At the same time that status don’t have several cities that do host in recent years, a significant number of immigrants, such as Netanya or Katzrin.
According to the plan of the Ministry of interior, together with the abolition of the status of «city of immigrants» will be repealed and the government receives the benefit when paying Council tax in other cities. However, in the first stage, an additional amount (about 800 million shekels per year) will not go to the city Treasury of each city, and in a special Fund that will be distributed between the cities hosting immigrants.
In the future, in the framework of the revision of the legislation on municipal tax, part of which was taken under British mandate, the question of «cities of immigrants» will be resolved finally.
