Minister of construction Yoav GALANT («Kulan») with the consent and support of the party leader, Finance Minister Moshe Kahlon has ordered the two-year extension of the validity of the so-called «identity of beneficiary» («Teudat zakaut») for eligible social housing from the Ministry of construction and receiving «housing» allowance.
Thus, the changes contained in the previously filed bill of Knesset member Yifat Shasha-Biton, will take effect immediately, within the framework of changes in the internal regulations of the Ministry of construction of the powers of a Minister, and without the red tape that accompanies the adoption of the relevant law.
Until now, the term «identity beneficiary» was only two years, after which it was necessary to renew the document. However, for nearly two years nobody has been able to wait for the apartment, and the expiration date of the document forced the beneficiaries to re-gather the necessary information and apply for extension of «Teudat zakaut».
At the same time families and single mothers with three or more children living on welfare at a living wage, in many cases, lose the right to social housing from the Ministry of construction due to the fact that the older children were under the age of 21 — while the housing problem families was not resolved. The decision of the Minister of Yoav GALANT will give families more likely to receive housing from the state, as «certification of beneficiary» takes into account the age of the children at the time of issuance of this document. In addition, during the term the beneficiaries will be able to get an allowance for rent, which in some cases reaches 3.900 shekels a month. It should be noted that the decision applies only to the waiting list of the Ministry of construction and does not include the waiting list of the Ministry of aliyah and immigrant absorption.
«Renewal «identity льготника2 will allow low-income families to breathe a bit, relying on a longer assistance from the state, — quotes the author of the bill Yifat Shasha-Biton, the press service of «Kulanu». — I wholeheartedly welcome the new guidelines, which would not have been adopted without the support of Finance Minister Moshe Kahlon».
