On Wednesday, 9 December, the press service of the «Histadrut» announced that the reform of the insurance required constant care («bituach Siudi») will be delayed for a year. Thereby was averted the labour conflict in the economy of the country.
Agreement on reform was reached after an intense round of negotiations of the Chairman of the «Histadrut» AVI Nissenkorn with the Minister of Finance Moshe Kachanom.
The crisis in insurance in the event of need for medical care arose as a result of the new plan, who asked to be introduced on 1 January 2016 the Management of capital market Finance. In the «Histadrut» argue that implementation of this plan would lead to the fact that hundreds of thousands of employees insured under the employment agreements would have lost their insurance policies.
In recent weeks the Chairman of the «Histadrut» AVI Nissenkorn held a number of meetings with the Minister of Finance to prevent the deepening of the crisis. After AVI Nissenkorn lashed out at Management of the capital market in the course of the debate at the meeting of the parliamentary Committee for labor, welfare and health, the Chairman of the «Histadrut» was to announce the status of the universal labor of the conflict to fight for the rights of workers.
In the framework of the compromise between the parties, it was decided for one year to postpone the abolition of collective insurance. In addition, the parties have agreed that in 2016 having «insurance care» will still be able to renew its policies at present. Every insured person whose insurance policy will not be renewed, will be able to join a single insurance policy distributed by the health insurances. Insured aged over 60 years of age can join a health insurance policy without additional medical examinations, and the normal of the insured, i.e., without a period of nine months waiting for the implementation of the right to receive services under the policy and no increase of insurance payments.
In parallel will set up a joint group of specialists from the «Histadrut» and the Ministry of Finance to discuss alternative solutions with the aim of preventing damage to the insured.
Commenting on the outcome of the talks, the head of the «Histadrut» AVI Nissenkorn said: «Common sense prevailed. We managed to save the «insurance care» for hundreds of thousands of Israelis, among them many thousands over 60 years. I want to thank the Minister of Finance Moshe Kahlon for their cooperation in finding a solution. I also want to thank the member of Knesset Itzik Shmuli, who took an active part in this struggle. We have a lot of work to find an acceptable alternative solution to the problem of insurance for care.»
