Thursday, 18 February, Iran had to deliver the first anti-aircraft missile system s-300. The Russia Today TV channel with reference to the Agency Sputnik and the statement of the Deputy chief of the General staff of the Iranian army Azadi Mostafa said yesterday that on the occasion of the first delivery can be arranged the ceremony, which will be attended by Iranian defense Minister Hossein Dehghan, who has just returned from Moscow.

Russian state news Agency RIA Novosti, in turn, reports that the first batch of s-300 February 18, will be shipped from Russia to Iran.
However, the Iranian news Agency Fars, with its own sources in the defense Ministry of Iran, reports that at the last moment, delivery of s-300 this week was canceled because the Iranian side still has not paid for the complexes.
On the eve of the Russian TASS news Agency citing a Russian defense Ministry reported that the delivery cannot take place, because «the Iranians have paid the price fixed in the contract».
TASS says that this is the first batch of s-300PMU-2 «Favorit», which was scheduled on February 18 to send from Astrakhan to Iran. As reported by TASS refers to the information given to RIA Novosti, Russia Today and Sputnik, but it is argued that they are not true.
«The start of deliveries to Iran the first batch of «Favorites» may not happen though, because as of 16 February, the Iranian side has not paid the price fixed in the contract. Therefore, any presence of the Minister of defense of Iran in Astrakhan the ceremony of sending the first «Favorites» Tehran cannot be speech» – quoted by TASS source in the Russian defense Ministry.
Against this background, the Russian newspaper Kommersant and RIA Novosti lead the review of the official U.S. state Department spokesman Mark Toner, who emphasizes that the United States continues to oppose the supply of Russian air defense systems s-300 to Iran. «We made clear our objections to any sale of s-300 missiles to Iran for several years. Secretary Kerry raised this issue with foreign Minister Lavrov in a number of cases… We have been objecting to the supply to Iran of such advanced defense systems.»
According to him, the United States to study not only the specific sale, «but any specific transactions that are of concern to us». While mark Toner added that the United States retains the possibility of imposition of unilateral sanctions against Iran regarding its defense programs.
16 February, «Kommersant» citing a source close to the Kremlin wrote about the visit of Hossein Dehgans in Moscow. Then it was reported that Tehran gave Moscow a list of military equipment and weapons, in which he is interested. We’re talking about service contracts worth at least eight billion dollars, mentioned in the publication.
«Kommersant» noted that the implementation of the plans of Russia and Iran may prevent the two factors. First: the lack of money from Tehran. According to sources of Kommersant, Tehran expects to buy Russian arms on credit in Moscow, however, not ready to take this due to the economic crisis. The second complicating factor is the resolution of the UN security Council, imposing restrictions on the supply to Iran of conventional weapons. In accordance with the terms of a deal on Iran’s nuclear program, Tehran deliveries of tanks, armored combat vehicles, artillery systems of the big calibre (10 mm and above), combat aircraft and helicopters, warships, missiles or missile systems can be carried out only with the permission of the UN security Council. And restrictions will be in effect until 2020. Prior to this date, writes «Kommersant», Russia is unlikely to be able to supply the part of Iran requested weapons.
At the end of November and beginning of December 2015, a high-ranking Russian and Iranian officials have stated that Russia has already begun delivery to Iran of s-300. The Agency then explained that these deliveries will start only in January-February of 2016. A source in the system of military-technical cooperation told TASS: «the Process of delivery of the first regiment of s-300PMU-2 is scheduled to begin in January and finish in February next year. The second regiment of these systems Iran should get in August-September 2016. Thus, Russia will fulfill its obligations for the supply of s-300PMU-2 to Iran.»
In one set includes the command post regiment and two divisions with four launchers each. The cost of the two regimental sets of s-300PMU-2 will amount to more than $1 billion.
TASS also reported in the past year: «About 80 Iranian military specialists in January of 2016 will begin to receive training on the operation of s-300PMU-2 in the training centers of the Academy named after Mozhaisky. Duration will be about four months. This is included in the contract. At the end of training the Iranians, supposedly in may, will return home».
In September, Iran and Russia signed an additional agreement to the contract on With-300. «At the Kapustin Yar was immediately sent the first batch of contracted s-300PMU-2 – one regimental kit. Currently these systems are complete there tests to confirm the declared technical characteristics. Then they will go to the port of shipment on the Russian part of the Caspian sea, where sea transport will be delivered to Iran», – said the source TASS in December last year.
November 9, 2015 General Director of state Corporation «rostec» Sergey Chemezov at the international air show «Dubai Airshow-2015» stated that Russia has signed with Iran the contract on delivery of s-300, noting that the contract came into force upon signature. 12 November it became known that Iran will receive from Russia a loan of 5 billion dollars from the budget and $ 2 billion from VEB.
25 November 2015, the assistant to the President of the Russian Federation on military-technical cooperation Vladimir Kozhin has informed on the beginning of deliveries to Iran With-300, noting that we are talking about several divisions. Then about the beginning of deliveries With-300 was declared by the Ambassador of Iran in Moscow Mehdi Sanai. In early December, the newly Kozhin told reporters that the supply has already begun. But these statements were untrue.
April 13, 2015 the Russian President Vladimir Putin has lifted a ban on sale to Iran of s-300, signed by his predecessor Dmitry Medvedev after the decision of the UN security Council embargo on arms deliveries to Iran. The Russian government explained its decision with the progress made in the negotiations on the fate of Iran’s nuclear program, stressing that the UN embargo did not apply to defensive weapons, which include s-300.
The deal about Russia supplying Iran with five battalions of s-300 (back then it was about s-300PMU-1, consisting of 40 launchers) was agreed in 2007. The contract amount was estimated at $ 800 million. According to media reports, Tehran is fully paid for s-300, but the complexes have not received. Moscow was forced to return the money, and Tehran threatened to appeal to the court demanding payment of a fine in the amount of $ 2 billion.
In June 2010 the UNSC adopted resolution 1929, imposing restrictions on the supply to Iran of conventional weapons including missiles and missile systems, tanks, attack helicopters, combat aircraft, ships. On 22 September 2010 Russian President Dmitry Medvedev signed a decree prohibiting the enforcement of UN security Council resolution delivery to Iran of s-300, as well as material resources associated with them, including spares. The foreign Ministry of the Russian Federation stated that the resolution 1929 is not obliged Russia to take such a step, since the C-300 belongs to defensive weapons. Now this ban has been removed by the decree of Putin. It is possible that after the execution of the contract in 2007, Iran will buy an additional s-300 or other advanced air defense systems and missile defense in Russia.
It is known that the Americans had bought s-300 from Belarus for the development of the anti air forces that WRU. The Israeli air force held joint exercises with the armies of Cyprus and Greece – two Greek s-300PMU1 (exactly the same needs to obtain Iran) currently located on the island of Crete (the last such exercise was held in April of 2015), and with the army of Turkey (until 2011), the arms of which are Chinese analogues of s-300.
There is reason to believe that Russia has delivered s-300 Syria (such information have been published in the Arab media). It is known that the Syrian air defense is equipped and other Russian systems, but this did not prevent the application of air strikes on military installations in Syria without any losses to air force, which carried out these attacks (Damascus and foreign media claim that these were attacks by the Israeli air force). Last year, the Russian military has been put on alert in Syria of s-400, but Moscow says it does not intend to convey this complex Damascus.
